It is created by Russian non-combatant volunteers, not by Russian authorities.
Samely as far more. While the Ukrainian army receives all-the-best (well, presumably) from NATO's stocks, the glorious army of Russia is supplied with weapons, ammo and everything needed in some different manner.
Russian patriotic volunteers, seeing the situation, decided to do it by themselves. With their own money, by their own cars.
Not weapons, but the things accessible legally. Radio devices, medicines, etc. E.g. antennas made in Taiwan.
What we need to emphasize here. They are patriots of their country, not dreamers of “conquering the whole world”. They really believe they are struggling against fascism in Ukraine. Why? Ask them if you want to understand.
Why not the state but some ordinary civilian citizens do that? For the same cause as Ukrainian volunteers did the same in 2015 when their state could not or did not want to.
Is this conflict between Russia and Ukraine so existential? Of cource, not. The only guilty are the rulers. We do not discuss here, whose rulers are more guilty.
